Feeling self conscious is probably dependent on others. It is doubtful people would have become too hemed in to dance to music in a freely expressive way without the thought of  being watched. So, in this sense, consciousness is almost certainly dependent not only on the brain but also on human interactions. But still, brain is where to look first.
